The list of talks looks really good and I know a lot of people presenting at FOSS.IN. I am co-presenting on one topic. I'd say this year FOSS.IN is going to rock, so make sure your there.
1. Around November you can expect to see a register and attend page at FOSS.IN. You can register at a discounted price and attend. 2. As far as I know there is no budget to help attendees (in case that is what you meant)
