libcgroup v0.37.rc released

We just release libcgroup v0.37.rc after about five months of development. There are some really cool changes, lots of bug fixes

cgconfigparser supports quotes
lots of bug fixes for tools (cgget, lssubsys, etc)
cgsnapshot is a cool new tool!
